Where looked after children are not able to live with their siblings, the care plan must, so far as is consistent with the child’s welfare, set out arrangements for the child to maintain contact with siblings who are also looked after by the responsible authority (Care Planning, Placement and Case Review (England) Regulations 2010 (the 2010 Regulations), Schedule 1, para. 3(1)). Guidance points out that although face-to-face contact may be the most satisfactory way of enabling siblings to maintain their relationship, electronic media can promote positive relationships. However occasional, even in cases where there is no likelihood of a child returning to her family, such contacts may ‘keep alive for a child a sense of his/her origins and may keep open the options for family relationships to be re-established when the child is older’ (HM Government, 2010:2.86).
